- In a small bowl, whisk together the hoisin sauce, soy sauce, honey, sesame oil, and garlic powder until smooth. Set aside.
- Heat 2 teaspoons of the neutral oil in a large skillet over medium-high heat. Add the ground turkey and cook, breaking it into crumbles, until browned and no pink remains, about 6–7 minutes. Transfer to a plate.
- Add the remaining oil to the skillet. Stir in the bell pepper, snap peas, and carrots; cook, stirring often, until bright and just tender-crisp, about 4 minutes. Add the garlic and ginger; cook 1 minute more, until fragrant.
- Return the turkey to the skillet. Pour in the hoisin-ginger glaze and toss until every crumble is coated and glossy, about 2 minutes. If the glaze gets too thick, splash in 1–2 tablespoons of water.
- Divide the warm rice among 4 bowls. Spoon the hoisin turkey and vegetables over the rice, making sure to drizzle any extra glaze from the skillet over each bowl.
- Shower each bowl with green onions and sesame seeds. Serve with sriracha or chili crisp on the side for heat.
